I live in new mexico can a creditor discuss my acct with other family members such as inlaws and great uncles?

the owner of ag country propane keeps calling my husbands great uncle and his parents to talk about my acct. when i have not given him permission to and he has called other vendors and merchants to discuss my acct or payments i have made. essentially he also stood in the way of my propane leak getiing fixed for seven months so my family and i smelled raw propane for the entire time
