Why there is two probes ?

Justice B.N.Krishna probing the February 19 police-lawyer clashes and he collected evidence from advocates, police and public. He is going to submit his report to the hon supreme court. if so, why another probe by CBI into police-advocate clash? will there be any difference between two probes ?
