Can I still get my transcript of record after 11 years?

I graduated in Philippine Science and Technology Cubao in year 2000, I have been trying to get a hold of them,but I think every branch is close.I need my transcript so bad,because I am going to college here in USA.I called somebody name Edgar A. Ledonio(I search online) and he's asking for 1,500 pesos each for the transcript and diploma,and I'm afraid that he's fake.Pls. Help!
